Between 2024 and 2026, Somalia’s Ministry of Environment and Climate Change underwent a period of profound transformation, one defined by strategic vision, institutional strengthening, and global engagement. Under the decisive and forward-looking leadership of H.E. Lt. Gen. The allocation of land and completion of the official architectural design for the Ministry’s new central headquarters marks more than a construction project; it signals the establishment of a modern, coordinated hub for environmental governance in Somalia.

Designed to house key national agencies such as the National Environmental Management Authority (NEMA) and the National Meteorological and Climate Services Agency, the complex will enhance coordination, efficiency, and service delivery across the environmental sector. Somalia’s full participation in COP30 in Belém, Brazil, marked a defining moment in its climate diplomacy journey. For the first time, the country fielded a structured negotiation team led by an official Chief Negotiator, enabling coordinated and strategic engagement across all negotiation tracks.

Through this platform, Somalia contributed to key global discussions on adaptation, climate finance, and loss and damage mechanisms. More importantly, it showcased national priorities and secured high-level partnerships, firmly establishing the country as a credible and influential actor in global climate negotiations.

Building Systems for Climate Intelligence and Resilience

Recognizing the critical importance of data and early warning systems, the Ministry has driven the establishment of the National Meteorological and Climate Services Agency, alongside a comprehensive strategic plan for its development.

In parallel, the institutionalization of National Climate Outlook Forums (NCOF), held twice annually, has significantly strengthened Somalia’s capacity for climate-informed decision-making. These forums bring together government, experts, and partners to generate consensus-based seasonal forecasts—ensuring preparedness across key sectors such as agriculture, water, and disaster management.

Strengthening Environmental Governance and Legal Frameworks

A cornerstone of the Ministry’s achievements has been the operationalization of the National Environmental Protection and Management Act, 2024. This milestone has introduced enforceable environmental standards across development projects, safeguarding ecosystems while promoting sustainable growth.

Complementing this effort is the ongoing establishment of the National Environmental Management Authority, which will serve as the enforcement arm of environmental governance, ensuring accountability and long-term resource sustainability.

Driving Climate Finance and Investment

Perhaps one of the most transformative achievements has been the creation and rapid success of the National Climate Finance Unit. Under Minister Bashir’s leadership, this unit has reshaped Somalia’s climate finance landscape, from limited access to a structured, proactive system capable of mobilizing large-scale resources.

The Ministry has successfully secured major funding opportunities, including the landmark Ugbaad Project, a nearly USD 100 million initiative funded by the Green Climate Fund. This transformative programme will support over 2 million people, restore degraded land, and modernize rural infrastructure, demonstrating the tangible impact of effective climate financing.

Protecting Ecosystems and Supporting Livelihoods

Environmental protection efforts have also translated into concrete action on the ground. The launch of biodiversity conservation and ecosystem restoration projects is safeguarding Somalia’s natural heritage while improving livelihoods for over 200,000 people.

The HAL-ABUUR initiative further strengthens community resilience by integrating nature-based solutions with income-generating activities, ensuring that environmental sustainability and economic development go hand in hand.

In urban areas, projects focused on green economy transitions and climate-resilient infrastructure are helping cities adapt to growing environmental pressures while fostering sustainable growth.

National Campaigns and Community Engagement

The Ministry has also prioritized public engagement and national awareness. The Somalia Greener Initiative, launched during National Tree Planting Week, mobilized institutions, communities, and partners across the country to plant hundreds of trees.

Similarly, coastal clean-up initiatives in Mogadishu have improved waste management systems, reduced pollution, and protected marine ecosystems, demonstrating the Ministry’s commitment to both environmental protection and public health.

Inclusive Platforms and Capacity Building

Under Minister Bashir’s leadership, inclusivity has remained central. National platforms such as the Somalia Climate Change and Environment Summit and the Youth Climate Conference have brought together diverse stakeholders to shape the country’s climate agenda.
